Local technology providers under the GPS Telematics & IoT Association Limited (GTIAL) have asked Parliament to introduce a transparent, competitive framework that allows Ugandan companies to participate in the national digital vehicle tracking programme.

Appearing before Parliamentโ€™s Committee on Physical Infrastructure, chaired by Hon. Mwine Mpaka, the firms said the current arrangement has hurt their businesses and called for independent testing, clear maintenance obligations and greater local industry participation.

MPs questioned the companiesโ€™ evidence of business losses, the proposed tracking technologyโ€™s effectiveness and whether existing operators can absorb affected technical personnel.

The Committee also sought clarification on the proposed use of Automatic Number Plate Recognition (ANPR) cameras and safeguards against inaccurate vehicle identification.

GTIAL, which represents more than 20 companies, wants Parliament to consider a framework that balances national security needs with fair competition and local content.
